Yoshihiro Nakata as President and CEO of Toyota Motor Europe has openly urged European policymakers to adopt a more pragmatic approach to safeguard the future of the continent's automotive industry. This call emphasizes the importance of balancing environmental ambitions with realistic market demands and trusted global partners.
Through an official statement, Toyota reiterated its commitment to Europe's climate targets while stressing that upcoming decisions must remain flexible. The manufacturer emphasized that rules requiring strict assembly exclusively within the EU send the wrong signal to long-standing investors who contribute significantly to the local economy.
A core element of the proposal is the introduction of a 'Made with Europe' approach. This framework advocates for recognizing trusted trading partners with full reciprocity, specifically mentioning the United Kingdom, Turkey, and Japan as essential contributors to the regional automotive ecosystem.

Furthermore, the Japanese giant proposed a phased-in requirement for European content, aiming progressively for 70 percent over three years based on factory-gate vehicle value. They also urged regulators to avoid imposing substantial automotive sector requirements prior to 2030 to protect long-term investments and supply chain stability.
Finally, the carmaker requested a more realistic sales threshold and a temporary exclusion for fuel cell vehicles. This adjustment aims to give the European market and supply chain sufficient time to mature before strict localization rules take full effect.
