F1’s new regulations have led to a development war

The FIA has finally revealed the results of the first and second review periods of its Additional Development and Upgrades (ADUO) scheme, granting four manufacturers——Mercedes, Ferrari, Audi, and Honda——extra development allowances under the new technical regulations.

Launched to ensure grid parity amid the near 50/50 split between combustion and electric power, the scheme aims to prevent the kind of dominance seen in the early V6 hybrid era. The latest results, however, have raised eyebrows, particularly with Mercedes——known for the fastest power unit——qualifying for assistance.

Notably, Red Bull, which has yet to win with its maiden in-house engine built with Ford, surprisingly failed to meet the threshold. Ferrari, alongside returning strugglers Honda and new outfit Audi, predictably made the cut, gaining extra dyno time and cost cap allowances.

According to the official statement, Mercedes was determined to be in the 2-4% window, allowing one additional homologation in 2026 and 2027, with corresponding increases in cost cap and dyno testing. Audi, Ferrari, and Honda were above 4%, thus receiving two additional homologations per year, along with similar benefits.

For the second period, no additional homologations were granted to any manufacturer. The FIA emphasized that due to the confidential nature of the information, no further details on power unit performance index measurements will be communicated.

Nikolas Tombazis, the FIA's Single-Seater Director, expressed confidence in the robustness of the analysis. "The FIA has undertaken thorough and exhaustive analysis as part of our ADUO review process," he said. "We are confident that, based on the quality of the data, its analysis is incredibly robust." He also noted that ADUO is still in its first year and will evolve over time in discussion with all manufacturers.

The third review period began at the Dutch Grand Prix in Zandvoort and will run for seven rounds, concluding with the Mexico City Grand Prix. This decision not only impacts this season's balance of performance but also sets the tone for the new regulatory era lasting until 2030.
