Italy’s new Highway Code draft is turning heads with a provision that would allow drivers to keep their engines running while parked, but only under strict conditions. The move, championed by Transport Minister Matteo Salvini, aims to safeguard passengers who are particularly susceptible to heat or cold.
According to the Ministry of Infrastructure and Transport, the update targets Article 157 of the current code, replacing it with a new version (provisionally numbered 2.II.11). The core idea: you can leave the engine on and the air conditioning running during a stop, provided that children, pregnant women, elderly people, or individuals with disabilities are on board.
What the Exemption Means
This is not a blanket permission. The exemption is narrowly tailored to protect those who might suffer health risks without climate control. The ministry’s statement clarifies that “vulnerable people” includes anyone with medical or psycho-physical conditions requiring suitable safety and health conditions inside the vehicle.
Interestingly, the draft text is already circulating among operators and industry associations for consultation. That means feedback is still being gathered before the final version is approved. The ministry also highlighted that this provision is part of a broader effort to balance road safety with passenger well-being.
Public reaction has been mixed. Some applaud the government’s sensitivity to vulnerable groups, while others worry about potential misuse. After all, who gets to decide if a passenger is “fragile”? The rules will need to be clear to avoid gray areas.
