Formula 1, Sportrik Media - An official investigation has been launched into the FIA Foundation, the charitable body responsible for funding global road safety research and motorsport safety initiatives, following concerns over governance and potential conflicts of interest.
The inquiry has been opened by the Charity Commission, the UK regulator for charities, amid questions surrounding the relationship between the FIA Foundation and its parent organisation, the FIA, which governs Formula 1 and numerous international motorsport categories.
Immediate Protective Order Imposed
As part of the investigation, the FIA Foundation is now operating under an immediate temporary protective order. This measure restricts trustees from entering into certain transactions without prior written approval from the Charity Commission.
While the Commission has stressed that the opening of an inquiry does not imply a finding of wrongdoing, the imposition of protective measures indicates serious concerns regarding the charity’s administration and governance framework.
Focus on Conflicts of Interest and Grant Decisions
A central aspect of the inquiry is whether conflicts of interest have been properly identified and managed, particularly in relation to grants awarded by the FIA Foundation. The Commission will assess whether funding decisions were taken independently and in line with the legal obligations that apply to charitable trustees.
The investigation will also examine the extent to which trustees have complied with their duties in relation to governance, management, and the overall administration of the charity.
Role of the FIA Foundation in Motorsport Safety
The FIA Foundation plays a significant role in the global motorsport and road safety landscape. Its activities include funding research and programmes that have contributed to advances in circuit design, vehicle safety systems, and protective equipment used across multiple racing categories.
Given the breadth of its influence, the integrity of the Foundation’s governance is considered critical, particularly where its work intersects with the regulatory responsibilities of the FIA.
Leadership Changes Add Context
The inquiry follows recent leadership changes at the FIA Foundation. Last year, FIA president Mohammed Ben Sulayem assumed the role of chair of the Foundation, replacing David Richards, a senior motorsport figure and former head of Motorsport UK.
That transition now forms part of the broader context under review, especially regarding the separation of responsibilities and the management of potential overlaps between the FIA and its charitable arm.
Potential Implications
Although no conclusions have yet been reached, the outcome of the investigation could have wider implications for the structure and oversight of the FIA Foundation and its relationship with the FIA. Within Formula 1 and international motorsport, transparency and independence are regarded as essential to maintaining confidence in organisations responsible for safety and regulation.
The Charity Commission is expected to continue its inquiry before determining whether further regulatory action is required.
