The FIA is considering a significant overhaul of Formula 1's Additional Development and Upgrade Opportunities (ADUO) system for the 2027 season. The move aims to address issues that have plagued the system this year and provide more support to struggling manufacturers like Honda.
ADUO was originally designed as a safety net for manufacturers that had fallen behind, giving them a chance to catch up. However, its implementation has sparked controversy. A major point of contention was the ranking of Red Bull as having the best engine despite not winning a race. This was compounded by the decision to allow championship leader Mercedes to develop its power unit because it was deemed to be behind in ICE output.
The controversy stems from the fact that ADUO rankings are based solely on internal combustion engine (ICE) power output, not overall power unit performance. As a result, Mercedes, widely considered to have the best package, is permitted to bring upgrades, while Red Bull, with a strong ICE, cannot. The system also risks trapping benchmark manufacturers, as rivals can choose to develop components not measured by the FIA.
The issues exposed this season have accelerated the FIA's long-held belief that ADUO improvements are necessary. A push from Aston Martin owner Lawrence Stroll to help Honda, which is struggling, has added impetus. The Race reports that the FIA is now evaluating potential changes for 2027, alongside tweaks to fuel flow regulations.
Any revisions will focus on two main areas: making the ADUO system better as a whole and providing more assistance to struggling manufacturers like Honda. While analysis is still at an early stage, momentum for change could accelerate this week when teams meet for the F1 Commission on Monday.
At that meeting, the ADUO topic is likely to be raised to gauge consensus among manufacturers. If agreement is reached, a formal process to change the rules through the Power Unit Advisory Committee (PUAC) could be set in motion. The FIA has long been open to the view that ADUO refinements are needed to ensure fairness and competitiveness on the grid.
