The ADUO (Additional Development and Upgrade Opportunities) assessment results for the first two periods have placed Red Bull Ford as the only manufacturer not receiving a development opportunity. This came as a surprise, given that Red Bull had previously complained about performance deficits at power-sensitive circuits.
Behind the scenes, Red Bull Racing was reportedly dissatisfied with the outcome. Oliver Mintzlaff, a key figure at Red Bull, was involved, but their efforts to challenge the result were unsuccessful. The FIA maintained that their measurements were accurate, despite Red Bull team principal Laurent Mekies arguing that there was "not a single data point" showing Red Bull had the best engine.
Red Bull pointed to its deficit at power-sensitive tracks like Monza, which they claimed was greater than at circuits such as Monaco, where engine power plays a lesser role. However, the FIA considers energy management at energy-starved tracks as a factor, which is not included in ADUO rankings because they only measure the power output of the internal combustion engine.
The FIA cannot publicly disclose detailed measurement methods due to intellectual property and confidentiality. In its statement, the FIA said that "due to the confidential nature of this information, no further details on power unit performance index measurements will be communicated."
As a result, Mercedes falls into the 2%-4% deficit category, earning one upgrade opportunity in 2026 and another in 2027. Ferrari, Audi, and Honda fall into the plus-4% deficit category, granting them two new homologations and two upgrades this season and next year. Additionally, all manufacturers receive extra financial headroom under the budget cap.
ADUO System Questioned
Although ADUO was designed to help manufacturers lagging behind, such as Honda, it has become a political battleground in F1. Critics argue that the system fails to account for crucial factors like energy management, which could skew rankings and not reflect true on-track performance. Red Bull contends that they should have received a development opportunity, but the FIA remains firm.
This controversy raises a big question: is the ADUO system fair and accurate? Or does it need an overhaul for the future? What is certain is that Red Bull must now work harder to maintain their engine advantage without development help, while rivals will have opportunities to close the gap.
