The FIA has officially endorsed a sweeping set of new regulations aimed at closing major loopholes within the Formula 1 cost cap framework. Approved by the World Motor Sport Council, these stringent measures are designed to ensure that any development work benefiting a racing outfit is fully accounted for under strict spending limitations, preventing hidden advantages derived from wider corporate organizations.

These spending restrictions will heavily impact outfits operating advanced engineering divisions outside of the premier class, where departments frequently engage in external motorsport projects or industrial ventures. Although previous oversight focused on intellectual property transfers and cross-department employee allocations, lingering concerns remained regarding physical proximity allowing uncounted expertise to flow directly into racing operations without triggering spending limit alarms.

Under the updated operational regulations, participants are mandated to establish strictly controlled workspaces for their racing personnel, completely segregated from areas utilized by employees on unrelated projects. Electronic entry systems are now a strict requirement to manage restricted zones, with access logs preserved for a three-year window to facilitate potential inspections by governing bodies. While communal spaces such as canteens and car parks remain shared, official work duties are strictly forbidden within those zones.

Critical infrastructure including wind tunnels and simulators can only be shared if distinct groups utilize them separately, backed by fully isolated computer systems and communication channels. Furthermore, personnel transfers are heavily targeted to stop squads from rotating employees between departments to bypass financial caps. Staff transitioning from non-racing divisions must undergo a mandatory three-month gardening leave before stepping into their new positions, followed by a minimum of 12 months dedicated exclusively to the core motorsport division.

These sweeping adjustments are expected to force several major players to restructure how their facilities and internal departments operate. Alongside these financial controls, separate sporting regulation updates confirmed a temporary reduction in grand prix race distances down from 305 kilometers to 290 kilometers to accommodate evolving hybrid power unit demands.
