The FIA World Motor Sport Council has officially approved a strict set of new operational regulations for the 2027 season aimed directly at closing significant loopholes within the Formula 1 cost cap framework. The governing body intervened after discovering that certain organizations managed to leverage non-F1 staff and shared facilities to bypass financial limits, prompting a mandatory structural shift designed to level the playing field across the entire grand prix grid.
Previously, teams were permitted to split an engineer's expertise between distinct motorsport activities, declaring specific percentages of their workload dedicated to grand prix projects versus other ventures like endurance racing or road car development. Under the five newly introduced articles for the 2027 operational rulebook, the federation is enforcing absolute segregation between F1 operations and all auxiliary programs, imposing heavy restrictions on the shared utilization of crucial technological assets such as wind tunnels, simulators, and advanced IT infrastructures.
This sweeping regulatory overhaul forces major automotive manufacturers with diverse motorsport portfolios to operate their grand prix entities with complete independence from parent company resources. Non-F1 personnel will be strictly barred from entering the primary F1 factories, and grand prix engineers will face prohibitions against visiting colleagues in separate corporate divisions, fundamentally altering daily workflows and communication pathways within major constructor operations.

Furthermore, transferring staff between F1 and external sectors will now require entirely new employment contracts, the immediate revocation of corporate badges and email access, and a mandatory one-year waiting period before any departed employee can return. Personnel transitioning from external programs into the grand prix squad must also complete a stringent three-month gardening leave, effectively transforming every F1 headquarters into an isolated fortress as teams navigate rising headcounts and restructuring costs.
