Italy faces a paradox in urban parking management: the country ranks third in Europe for cars per capita but only thirteenth for average on-street parking tariffs at i1.50 per hour. This data comes from the AIPARK Observatory, which compared costs, territorial differences, and on-street parking management logics in Italy and Europe.
The misalignment between motorization and price is striking. While countries like the Netherlands charge i4.10 per hour, Norway i4.00, Denmark i3.40, and Germany i2.60, Italy lags far behind. Even France (i2.10) and Finland (i2.00) apply higher prices. Abroad, tariffs are used as a planning tool. Amsterdam differentiates by zone, from i1.70 to i7.50 per hour. Barcelona ranges between i1.50 and i4.00, while Zurich increases the cost with parking duration. In Italy, only Bologna and Milan approach this logic; most other cities remain cautious.
Over the past 32 years, petrol and public transport prices in Italy have risen by 257% and 278% respectively, yet parking tariffs in many municipalities have remained flat or even decreased. This indicates that parking has not been optimally utilized as a tool to control traffic and promote sustainable mobility.
Internal differences are stark. In high-demand areas, the first-hour rate averages i1.81 in the North, i1.25 in the South, and i1.11 on the Islands. The peak occurs in medium-sized cities (200,000-500,000 inhabitants) reaching i2.03 per hour, while centers under 50,000 inhabitants charge only i0.73. There is a clear correlation with income: where average income exceeds i30,000, the tariff rises to about i2.60; below i20,000 it drops to i0.95. Blue parking spaces operate on average 11 hours and 12 minutes per day, a schedule still reflecting a traditional model and ill-suited for more dynamic mobility integrated with buses, bikes, and sharing services.
Bologna is the most expensive city at i3.9 per hour in high-intensity zones. It is followed by Bolzano, Florence, and Milan at i3.0, then Turin (i2.8), Pisa (i2.5), Brescia (i2.4), and Bergamo (i2.2). In Central-Southern Italy, the highest rates are in Naples, Bari, Salerno, and Catanzaro, all at i2.0. Meanwhile, Cagliari, Marsala, Pescara, Reggio Calabria, Taranto, Catania, and Potenza fall below the national average.
According to AIPARK, strategic pricing can reduce private traffic, emissions, and noise, free up space for pedestrians, bikes, and green areas, and improve city organization. To be effective, tariffs must abandon a one-size-fits-all approach, adapt to real demand, and integrate with public transport and innovative mobility solutions. Italy needs to reform its parking policies to create more sustainable and efficient cities.
