IndyCar has confirmed that its Independent Officiating Board (IOB) will continue into the 2027 season, retaining key members Ray Evernham, Raj Nair, and Ronan Morgan. The decision underscores IndyCar's commitment to transparent and independent governance.
The IOB was introduced at the start of the 2026 season as a response to high-profile rules infractions involving Team Penske. Those incidents sparked distrust in IndyCar's internal governance, particularly since Roger Penske owns both the team and the series. The IOB was seen as a crucial step to restore integrity and paddock confidence.
Since its inception, the IOB has implemented several changes, including transparency reports after each event detailing inspection infractions and on-track penalties. Team owner Chip Ganassi praised the early implementation, and charter team owners unanimously agreed to keep Evernham and Nair for another season. Morgan, appointed by the FIA, also had his role extended.
Scot Elkins, managing director of officiating, explained the progress: "We moved quickly but meticulously this year in instituting a more transparent process, enhanced by a formal three-steward model, technical penalty guidelines and post-event reports, which we believe has been beneficial for all of INDYCAR."
For 2027, further improvements are planned, including a rulebook review with IndyCar, a clarified review and appeal process, and additional tools for race control. Additionally, IndyCar will modernize technical inspection with scanning technology, aiming to have it proven and in place before the IR-28 starts racing in 2028.
With strong paddock support, the IndyCar Officiating team is poised to build on its foundation. The 2027 season will test the sustainability of this system, but the early signs are promising.
