The International Automobile Federation has officially introduced a major set of stringent operational regulations starting from the 2027 season, aimed at closing potential loopholes regarding cost cap exploitation by Formula 1 teams. This decisive action follows years of mounting suspicions that several outfits were utilizing non-F1 personnel to feed technical knowledge into their grand prix racing operations without impacting their financial cap allowances.
Under the newly published regulations approved by the World Motor Sport Council, rigorous physical and digital segregation has been mandated across factory headquarters. Personnel working on non-F1 technology projects, such as advanced engineering ventures involving yachts and cycling divisions operated by major manufacturers, will no longer be permitted to share office spaces, open areas like canteens, or even utilize shared IT infrastructure with the core grand prix racing staff.
Such suspicions have lingered within the paddock for years, given that most top-tier organizations operate specialized technology entities. Red Bull maintains Advanced Technologies, Mercedes operates Applied Science, Aston Martin runs Performance Technologies, and Ferrari has recently been constructing a new Hypersail yacht. Although the FIA previously attempted to clamp down via the TD45 document in 2023 and tightened salary allocation rules for split-time employees, governing officials remained unsatisfied that teams were fully compliant.

Consequently, the newly added 12-page section within F1's Operation Regulations enforces absolute separation. Facilities must now feature restricted zones accessible only to authorized grand prix staff via mandatory electronic entry systems, with complete access logs preserved for three consecutive years to allow thorough auditing by the governing body.
These sweeping measures require competing constructors to radically restructure their internal facilities to meet stringent compliance standards. By eliminating grey areas in cross-division resource sharing, the governing body aims to preserve absolute financial fairness and transparency throughout the entire world championship grid.
